School Choice Program

Trinity Lutheran Church and School is part of the Wisconsin Parental Choice Program (WPCP). For students who qualify and then are selected to receive a voucher through the WPCP, the family receives a voucher from the State of Wisconsin that pays their student’s Trinity tuition in full. The voucher remains with the student through their time at Trinity and continues into high school.

K5 and 1st grade are considered entry pointes unless you are coming from a public school. This means all students who meet the income criteria and apply are eligible. Students who receive a voucher for grade school can transfer the voucher directly to WLA without having to meet the income criteria. Students currently receiving a voucher from another grade school can transfer the voucher directly to Trinity without having to meet the income criteria.

The cap for vouchers in the 2026-27 is scheduled to be 10% of the school district’s total enrollment where the family resides. For school districts where more students apply than the cap allows, students are selected by random by the Wisconsin Department of Public Instruction. Eligibility is based on family size and Adjusted Gross Income (AGI) as reported on your 2024 tax return (see chart below) and being a resident of the State of Wisconsin.

The income chart below is for the 2026-2027 school year as released by the Wisconsin Department of Public Instruction.

The table below shows the income eligibility for the 2026-27 school year. The income criteria only need to be met in a student’s first year in the program. Family size (as defined by DPI) “includes parent/legal guardians and their children by birth, marriage or adoption that reside in the same household as the student applicant.”

 

Application Open Period

February 2-20, March 1-20, April 1-20, July 1-20 and August 1-20 are the open application periods for a WPCP voucher for the 2026-2027 Trinity school year. Families are notified if they’re selected.
